DOG Fiber is expanding its turnkey fiber capabilities and is seeking a senior construction leader who can help build the operating structure, field discipline, subcontractor network, and repeatable execution model required to deliver increasingly complex fiber programs.
Senior Construction Manager – Fiber
This position is intended for an experienced construction operator—not a reporting-only manager. Acting independently with limited supervision, the selected individual must convert the master schedule and build plan into daily field execution, resolve roadblocks, validate progress, enforce quality and safety expectations, protect project schedule and cost, and communicate effectively with clients and cross-functional teams.
The role is expected to grow in responsibility as DOG Fiber’s project volume and construction organization expand. The successful individual should demonstrate the technical depth, client leadership, people-development capability, and operational and financial discipline expected of a future Director of Construction.
Sr. Construction Manager Responsibilities
▪ Subcontractor & Field Resource Management: Manage capacity, resource loading, sequencing, specialty-service alignment, field expediting, and performance of construction subcontractors, inspectors, locating, surveying, restoration, splicing, and testing resources, including review of installed quantities, documentation, closeout packages, and invoices for operational accuracy.
▪ Fiber Placement, Splicing, Testing & Turn-Up: Oversee fiber placement and manage splicing/testing execution with working knowledge of reel planning, pulling/blowing, aerial placement, splice plans and matrices, closures, fiber assignments, troubleshooting, OTDR and optical testing, attenuation/loss acceptance, field redlines, and final turnover for long-haul, hyperscale, ISP, and FTTH/FTTx networks.
▪ Quality, Safety & Compliance: Establish and enforce QA/QC, inspection, testing, acceptance, punch-list, and progressive-closeout requirements while partnering with DOG Safety resources to enforce project safety plans, JHAs, PPE, traffic-control/ROW safety, excavation, utility-location, and subcontractor compliance requirements.
▪ Schedule, Cost & Commercial Controls: Manage construction schedules, 3–6 week look-aheads, run rates, crew metrics, critical-path impacts, budgets, installed quantities, accrual inputs, and forecast-to-complete information while identifying changed conditions early and supporting estimating, job costing, and margin protection.
▪ Materials, Utility Coordination & Document Controls: Coordinate material forecasting and logistics, utility locates and conflict resolution, potholing/HydroVac and bore/HDD risk interfaces, restoration, traffic control, and field document control while progressively collecting redlines, bore logs, reports, photos, GPS/GIS records, splice/test documentation, and as-built information.
▪ Client & Cross-Functional Leadership: Represent construction in client meetings, kickoffs, field walks, operational reviews, recovery discussions, milestone validations, and closeout while providing credible reporting and coordinating with Engineering, Permitting/Site Acquisition, Environmental, Safety, PMO, Administration, agencies, utilities, and other stakeholders.
▪ People Leadership & Department Development: Lead, mentor, recruit, and develop construction managers/superintendents, OSP inspectors, and field resources while helping establish SOPs, performance metrics, escalation protocols, QA/QC practices, and scalable operating procedures that demonstrate readiness for future Director-level responsibility.
Knowledge and Skills Required
▪ Strong knowledge of HDD, trenching, plowing, aerial construction, conduit/duct systems, vaults/handholes, specialty crossings, restoration, traffic control, and utility damage prevention.
▪ Strong working knowledge of fiber splicing, splice documentation, OTDR and optical testing, troubleshooting, loss/attenuation acceptance, and fiber turnover documentation.
▪ Ability to read and interpret construction drawings, profiles, permit plans, bore plans, utility maps, splice diagrams, test results, specifications, BOMs, and contract scope.
▪ Demonstrated ability to manage schedules, look-aheads, production metrics, subcontractor run rates, budgets/costs, quantities, risks, recovery plans, and client expectations.
▪ Strong interpersonal, client-management, problem-solving, leadership, and executive communication skills.
Computer Software / Systems Experience
▪ Experience with construction/project-management platforms such as SiteTracker, Procore, Oracle Aconex, Autodesk Construction Cloud, Primavera P6, Microsoft Project, Jira/Confluence, Raken, Fieldwire, Rhumbix, or comparable systems is preferred.
▪ Experience with GIS/GPS-based construction records, ArcGIS, digital field reporting, document-control systems, and collaborative file environments such as SharePoint is preferred.
Experience/Minimum Requirements
▪ Demonstrated experience delivering large-scale fiber programs at a holistic level, preferably across at least three of the following: hyperscale/data-center connectivity, long-haul/backbone/middle-mile, ISP/FTTH/FTTx, metro fiber, dark fiber, or turnkey OSP construction.
▪ Demonstrated experience managing multiple subcontractors, inspectors, supervisors, crews, and concurrent work fronts.
▪ Direct experience supervising or managing fiber placement, splicing, testing, troubleshooting, and final acceptance is required.
▪ Experience with construction cost control, schedule management, subcontractor performance, change conditions, QA/QC, and client-facing project execution is required.
▪ Experience with complex jurisdictional construction involving DOT/ROW, railroads, waterways, bridges, environmental constraints, utility conflicts, or similar specialty conditions is strongly preferred.

▪ A bachelor’s degree in Construction Management, Engineering, Business, Telecommunications, or a related discipline is preferred.
▪ Significant progressive fiber construction leadership experience may be considered in lieu of a four-year degree.
▪ OSHA 30 or comparable construction-safety training is preferred.
▪ FOA CFOT/CFOS, ETA, BICSI, or other relevant fiber credentials are preferred but are not a substitute for demonstrated field and leadership experience.
