Delta Oaks Group is seeking a Permitting Specialist to support wireless telecommunications projects, including new tower development, tower replacements, and associated site improvements. This role focuses on jurisdictional research, zoning and permitting strategy, application preparation, submittals, tracking, and coordination with local and state agencies across multiple jurisdictions.
 
Positional Responsibilities
 
The ideal candidate will possess a strong understanding of zoning, land-use, and permitting workflows for wireless telecommunications facilities, with the ability to quickly identify jurisdictional requirements, develop permitting strategies, compile complete application packages, and manage multiple projects through approval.
 
  • Conduct jurisdictional research to determine applicable zoning, land-use, and permitting requirements for new towers, tower replacements, compound expansions, and other associated wireless telecommunications facilities.
  • Identify applicable zoning districts, permitted and conditional uses, tower height limitations, setbacks, fall-zone requirements, separation requirements, design standards, concealment requirements, landscaping, fencing, access, parking, and other applicable development standards.
  • Determine required zoning and land-use approval processes, including administrative approvals, zoning permits, conditional use permits, special use permits, variances, site plan approvals, development plan approvals, building permit approvals, and other applicable entitlements.
  • Research application requirements, submittal deadlines, filing fees, public notice requirements, neighborhood meetings, public hearings, review timelines, and approval processes.
  • Develop permitting strategies and identify sequencing, dependencies, potential schedule impacts, and jurisdictional risks.
  • Prepare, compile, and submit zoning, land-use, building, and related permit applications and supporting documentation.
  • Coordinate supporting application materials including site plans, zoning drawings, surveys, construction drawings, structural documentation, RF documentation, photo simulations, visual analyses, fall-zone letters, owner authorization documents, FAA/FCC documentation, environmental documentation, and other required exhibits.
  • Coordinate and communicate with Authorities Having Jurisdiction (AHJs) and stakeholders including Planning/Zoning, Building, Engineering, Public Works, Fire, Floodplain, Transportation, and other applicable departments or agencies.
  • Manage jurisdictional reviews by logging comments, coordinating responses with engineering and project teams, completing resubmittals, and tracking projects through final approval.
  • Review zoning and permit approvals for conditions of approval, expiration dates, inspection requirements, and other post-approval obligations.
  • Track all permitting activity in project management systems and trackers, including application status, submittal dates, jurisdictional comments, resubmittals, hearings, approvals, permit conditions, expiration dates, and renewal requirements.
  • Maintain organized project files and ensure all applications and supporting documentation are complete, accurate, consistent, and client-ready through QA/QC prior to submittal.
  • Provide clear reporting to project managers and clients regarding permitting status, jurisdictional requirements, potential risks, schedule impacts, and recommended paths forward.
  • Coordinate with internal Site Acquisition, Engineering, Environmental, and Project Management teams to ensure permitting requirements are incorporated into project design and development.

Due to the nature and limited timelines of most projects, the selected individual should be willing and capable of exhibiting the work ethic and social ability to succeed in a fast-paced environment where communication with co-workers and strategic partners is paramount.

Experience/Minimum Requirements
 
  • Experience in zoning, permitting, or jurisdictional research for wireless telecommunications projects.
  • Familiarity with zoning and land-use approval processes including administrative approvals, conditional use permits, special use permits, variances, site plan approvals, and public hearing processes.
  • Demonstrated ability to independently research municipal and county ordinances, zoning codes, development standards, application requirements, and permitting processes with minimal supervision.
  • Ability to review site plans and construction drawings for consistency with jurisdictional requirements and application materials.
  • Strong stakeholder communication skills for coordinating with agencies, utilities, and internal engineering teams.
  • High attention to detail with strong documentation habits (trackers, correspondence logs, submittal records, conditions/expiration tracking).
  • Ability to manage multiple concurrent routes/sites and meet aggressive deadlines.
  • Strong written communication skills for agency correspondence and client-ready reporting.

Education Requirements 
 
Associate degree in urban planning, construction management, project management, or a related field. Applicants without a degree and with over 3 years of applicable experience will also be given consideration.

Moderate travel, approximately 35%, will be required
