Delta Oaks Group is seeking a Site Acquisition Manager to manage the full site acquisition and development lifecycle for wireless telecommunications and other infrastructure projects. The successful candidate will provide oversight of Site Acquisition personnel, including Site Acquisition Specialists, Permitting Specialists, and other project support staff, while coordinating closely with Engineering, Environmental, Survey, Construction, Legal, and client teams.
 
Positional Responsibilities
 
The ideal candidate will possess a comprehensive understanding of site acquisition, leasing, zoning, permitting, due diligence, and telecommunications development workflows. The individual must be capable of managing multiple personnel, projects, jurisdictions, and client programs simultaneously while maintaining strong communication, organization, and accountability.
 
  • Manage and provide day-to-day direction to Site Acquisition Specialists, Permitting Specialists, and other assigned project personnel.
  • Assign project responsibilities, establish priorities, monitor workloads, and ensure team members meet project schedules, client expectations, and internal performance standards.
  • Manage projects from initial assignment through site identification, candidate selection, lease execution, zoning and permitting approvals, due diligence completion, design coordination, and project closeout.
  • Develop and maintain project schedules, milestones, trackers, forecasts, and completion targets for assigned projects and programs.
  • Identify project risks, schedule impacts, jurisdictional constraints, landowner issues, design conflicts, regulatory concerns, and other obstacles and develop strategies to maintain project progression.
  • Oversee site identification and candidate development, including review of search areas, GIS information, property records, zoning constraints, environmental considerations, access, utilities, constructability, and other site feasibility factors.
  • Review and provide direction regarding landowner outreach, candidate qualification, lease negotiations, option agreements, easements, amendments, access rights, utility rights, and other agreements.
  • Oversee preparation and quality control of Site Candidate Information Packages (SCIPs), feasibility studies, zoning analyses, lease documentation, jurisdictional research, application packages, client reports, trackers, and other site acquisition deliverables.
  • Review candidate recommendations and site feasibility findings prior to presentation to the client and ensure technical, regulatory, financial, and real-estate considerations have been appropriately evaluated.
  • Oversee zoning and permitting activities, including jurisdictional research, pre-application meetings, zoning approvals, conditional use permits, special use permits, variances, site plan approvals, development approvals, building permits, public hearings, and other required entitlements.
  • Coordinate, prepare, attend, and/or perform, as applicable, public notices, neighborhood meetings, balloon tests, photo simulations, public hearings, zoning hearings, and other jurisdictional requirements.
  • Coordinate with Engineering and Survey teams regarding surveys, zoning drawings, construction drawings, site plans, access design, utility design, grading, drainage, structural requirements, and other technical deliverables.
  • Review title commitments, property ownership verification, easement documentation, legal descriptions, surveys, title commitments, encumbrance resolution, and due diligence activities.
  • Ensure zoning, permitting, leasing, environmental, engineering, and regulatory requirements are appropriately incorporated into project design and development.
  • Track jurisdictional comments and review cycles, coordinate responses and revisions between internal disciplines, and ensure timely resubmittals.
  • Conduct comprehensive QA/QC of project documentation prior to client delivery or jurisdictional submittal to ensure accuracy, consistency, completeness, and professional presentation.
  • Maintain accurate project records within company and client project management systems, including project status, milestone dates, correspondence, deliverables, approvals, risks, and outstanding action items.
  • Prepare and provide recurring project status reports, client updates, milestone reports, forecasting, and executive-level summaries.
  • Lead internal and client project meetings, establish action items, assign responsibilities, document decisions, and follow through on outstanding items.
  • Proactively escalate critical project risks, client concerns, schedule delays, budget issues, or performance concerns to appropriate management.
  • Develop solutions to complex site acquisition challenges through coordination with internal disciplines, clients, legal counsel, jurisdictions, landowners, and other stakeholders.

Due to the nature and limited timelines of most projects, the selected individual should be willing and capable of exhibiting the work ethic and social ability to succeed in a fast-paced environment where communication with co-workers and strategic partners is paramount.

Experience/Minimum Requirements
 
  • Significant experience in site acquisition and project management within the wireless telecommunications industry, with a primary focus on raw land development and new site builds. 
  • Demonstrated experience managing telecommunications projects from initial search area or site assignment through leasing, zoning, permitting, due diligence, design, and project closeout.
  • Experience directly coordinating work across multiple disciplines.
  • Strong understanding of site identification, candidate development, landowner negotiations, leasing, easements, title, zoning, permitting, and due diligence.
  • Demonstrated experience managing zoning and land-use approval processes including administrative approvals, conditional use permits, special use permits, variances, site plan approvals, public hearings, and building permitting.
  • Strong working knowledge of wireless telecommunications site development, including new tower development, tower replacements, and associated site improvements.
  • Ability to interpret zoning ordinances, land-use regulations, property records, title information, surveys, zoning drawings, construction drawings, environmental reports, and other technical documentation.
  • Ability to evaluate candidate sites based on technical, real-estate, environmental, regulatory, constructability, schedule, and financial considerations.
  • Experience managing project schedules, budgets, purchase orders, deliverables, client reporting, and project forecasting.
  • Demonstrated ability to manage multiple projects, employees, clients, and jurisdictions simultaneously while meeting aggressive deadlines.
  • Strong leadership skills with the ability to assign work, establish accountability, resolve issues, mentor employees, and maintain team performance.
  • Strong client-facing communication and presentation skills.
  • Excellent written communication skills with the ability to prepare professional client correspondence, project summaries, reports, and recommendations.
  • Strong problem-solving and decision-making skills with the ability to identify risks and develop practical solutions.
  • High attention to detail with strong organizational, documentation, and QA/QC abilities.

Education Requirements 
 
Bachelor’s degree in urban planning, construction management, project management, or a related field with 10 years of applicable experience. Applicants without a degree and with over 15 years of applicable experience will also be given consideration.
